SENATE CONCURRENT RESOLUTION NO. 25

Directing the Joint Committee on Government and Finance to make
a study of the administration of public education and higher
education in and for the state of West Virginia.
Whereas, Administration of public and higher education is
subject to various governing and administrative bodies; and
Whereas, The numerous educational entities, agencies and
departments create some ambiguity in regard to the role and
function of the various educational entities, agencies and
departments; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance appoint
an interim committee to study the administration of public and
higher education, such study to include, but not be limited to,
local boards of education, regional educational service agencies,
the state board of education, the governing boards of higher
education and the school building authority. Issues for such
study shall include, but not be limited to, efficiency and
effectiveness of providing services and defining the roles of
state, regional and local public education administrative bodies
as well as the roles of higher education administrative bodies;
and be it
Further Resolved, That the Joint Committee on Government andFinance report to the legislative oversight commission on
education accountability prior to the regular session of the
Legislature, 1994, on its findings, conclusions and
recommendations, together with drafts of any legislation
necessary to effectuate its recommendation; and, be it
Further Resolved, That the expense necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
